BEE
Under apartheid, race was used as the criteria to control access to South Africa’s wealth, resources and skills. In the new South Africa, Black Economic Empowerment, “BEE”, was introduced as a policy to create economic equity and opportunity for black people through:

increased black management and ownership of productive assets
-
increased management and ownership of productive assets by communities, workers,cooperatives and other collective enterprises
-
human resource and skills development
-
equitable representation at all levels in the workforce
-
and preferential procurement
It is intended that BEE should be Broad Based, which means that it should include all black people including women, workers, youth, people with disabilities and people living in rural areas. ResourceAfrica is currently developing its strategy and mechanisms to support these Broad Based groups, disenfranchised communities and natural resource managers to engage effectively with the opportunities presented by BEE.
